OCD man gets light jail time for theft of newspapers

TAIPEI, Taiwan -- A man diagnosed with obsessive-compulsive disorder (OCD) was convicted of stealing exclusively large amounts of the entertainment sections of newspapers, receiving a mitigated sentence yesterday due to his mental disorder.

The 35-year-old suspect, surnamed Hsu, stole a total of 31 entertainment sections, including 28 from the Apple Daily and 3 from the Taiwan Times, from a convenience store located near the Taipei Main Station, on Jul. 14. As Hsu was about to leave the store, he reportedly began acting strangely and tried to hide the newspapers inside his jacket. A salesclerk noticed and called the police.

The Taipei District Court found that Hsu has previous records of mayhem and fraud, and, although he has been diagnosed with OCD and pathological stealing and has been receiving long term treatment, his symptoms have not eased.

After taking Hsu's mental illness into consideration, and, apparently, considering him as having diminished capacity at the time of the theft, the court yesterday sentenced him to 30-days detention, which could be commuted to a fine.
